State inspectors found at least four puppies who were sold to a pet store, Harbor Pet Center, without the required veterinary documentation. In addition, inspectors took a photograph of a pair of rusty scissors, which indicated it was being used for tail docking, stating that the tool was "not approved" for that purpose.
